A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the composition of the Texas Interagency Council for
1-3 the Homeless.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 2307.002(a), Government Code, is amended
1-6 to read as follows:
1-7 (a) The Texas Interagency Council for the Homeless is
1-8 composed of:
1-9 (1) one representative from each of the following
1-10 agencies, appointed by the administrative head of that agency:
1-11 (A) the Texas Department of Health;
1-12 (B) the Texas Department of Human Services;
1-13 (C) the Texas Department of Mental Health and
1-14 Mental Retardation;
1-15 (D) the Texas Department of Criminal Justice;
1-16 (E) the Texas Department on Aging;
1-17 (F) the Texas Rehabilitation Commission;
1-18 (G) the Central Education Agency;
1-19 (H) the Texas Commission on Alcohol and Drug
1-20 Abuse;
1-21 (I) the Department of Protective and Regulatory
1-22 Services;
1-23 (J) the Health and Human Services Commission;
1-24 (K) [the Texas Employment Commission;]
2-1 [(L)] the Texas Youth Commission; and
2-2 (L) [(M)] the Texas Veterans Commission; [and]
2-3 [(N) the workforce development division of the
2-4 Texas Department of Commerce;]
2-5 (2) one representative from the office of the
2-6 comptroller appointed by the comptroller;
2-7 (3) two representatives from the department, appointed
2-8 by the director, at least one of whom must be a representative [one
2-9 each] from the community affairs division [and the housing finance
2-10 division, appointed by the director]; [and]
2-11 (4) three members representing service providers to
2-12 the homeless, one each appointed by the governor, the lieutenant
2-13 governor, and the speaker of the house of representatives; and
2-14 (5) two representatives from the Texas Workforce
2-15 Commission, one each from the division of workforce development and
2-16 the division of unemployment compensation, appointed by the
2-17 executive director.
2-18 SECTION 2. This Act takes effect September 1, 1997. As soon
2-19 as possible after the effective date of this Act, the director of
2-20 the Texas Department of Housing and Community Affairs and the
2-21 executive director of the Texas Workforce Commission shall appoint
2-22 members to the Texas Interagency Council for the Homeless in
2-23 accordance with Section 2307.002, Government Code, as amended by
2-24 this Act.
2-25 SECTION 3. The importance of this legislation and the
2-26 crowded condition of the calendars in both houses create an
2-27 emergency and an imperative public necessity that the
3-1 constitutional rule requiring bills to be read on three several
3-2 days in each house be suspended, and this rule is hereby suspended.
