                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the requirements for issuance of one-trip and 30-day

 1-3     trip permits by the Texas Department of Transportation.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 502.354(e), Transportation Code, is

 1-6     amended to read as follows:

 1-7           (e)  A person may obtain a permit under this section by:

 1-8                 (1)  applying on a form provided by the department to:

 1-9                       (A)  the county assessor-collector of the county

1-10     in which the vehicle will first be operated on a public highway; or

1-11                       (B)  the department in Austin; [and]

1-12                 (2)  paying a fee, in cash or by postal money order or

1-13     certified check, of:

1-14                       (A)  $5 for a one-trip permit; or

1-15                       (B)  $25 for each 30-day period; and

1-16                 (3)  furnishing evidence of financial responsibility

1-17     for the vehicle that meets the requirements of Section 502.153(c).

1-18           SECTION 2.  This Act takes effect September 1, 1997.  The

1-19     change in law made by this Act applies only to an application for a

1-20     one-trip or a 30-day permit filed on or after September 1, 1997.

1-21     An application for a one-trip or a 30-day permit filed before

1-22     September 1, 1997, is covered by the law in effect when the

1-23     application was filed, and the former law is continued in effect

1-24     for that purpose.

 2-1           SECTION 3.  The importance of this legislation and the

 2-2     crowded condition of the calendars in both houses create an

 2-3     emergency and an imperative public necessity that the

 2-4     constitutional rule requiring bills to be read on three several

 2-5     days in each house be suspended, and this rule is hereby suspended.
