                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the creation, administration, powers, duties,

 1-3     operations, financing, and organization of the Kaufman County Solid

 1-4     Waste Management District; granting the power of eminent domain and

 1-5     the authority to issue bonds: authorizing a tax.

 1-6           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-7           SECTION 1.  The Kaufman County Waste Management Disposal Act

 1-8     is adopted to read as follows:

 1-9                       ARTICLE 1.  GENERAL PROVISIONS

1-10           Sec. 101.  PURPOSE.  The purpose of this Act is to to

1-11     establish an instrumentality to develop and carry out a regional

1-12     water quality protection program through solid waste management and

1-13     regulation of waste disposal for the area encompassed by Kaufman

1-14     County.

1-15           SECTION 2.  The importance of this legislation and the

1-16     crowded condition of the calendars in both houses create an

1-17     emergency and an imperative public necessity that the

1-18     constitutional provision requiring bills to be read on three

1-19     several days in each house be suspended, and this rule is hereby

1-20     suspended.
