                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to fire fighters employed by certain port authorities.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 61.174(a), Water Code, is amended to read

 1-5     as follows:

 1-6           (a)  The Commission may employ all persons necessary for the

 1-7     construction, maintenance, operation, and development of the

 1-8     business and facilities of the district and may prescribe their

 1-9     duties and fix their compensation.  Notwithstanding the provisions

1-10     of Local Government Code Sec. 143.002, a commission located in a

1-11     county with a population of 2.2 million or more must employ,

1-12     supervise and compensate fire fighters in accordance with the

1-13     requirements of Local Government Code Chapter 143, Subchapters A-F.

1-14           SECTION 2.  This act takes effect June 3, 1997.

1-15           SECTION 3.  The importance of this legislation and the

1-16     crowded condition of the calendars in both houses create an

1-17     emergency and an imperative public necessity that the

1-18     constitutional ruel requiring bills to be read on three several

1-19     days in each house be suspended, and this rule is hereby suspended,

1-20     and that this Act take effect and be in force according to its

1-21     terms, and it is so enacted.
