                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to travel by public school students for participation in

 1-3     interscholastic competitions.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter D, Chapter 33, Education Code, is

 1-6     amended by adding Section 33.086 to read as follows:

 1-7           Sec. 33.086.  LIMIT ON TRAVEL FOR PARTICIPATION IN

 1-8     INTERSCHOLASTIC COMPETITIONS.  (a)  Except as provided by

 1-9     Subsection (b) or (c), an interscholastic competition may not be

1-10     scheduled for a location that requires a student participating in

1-11     the competition to travel more than 200 miles from the school the

1-12     student attends to the location of the competition.

1-13           (b)  Subsection (a) does not apply to a competition if each

1-14     school involved in the competition agrees to the location of the

1-15     competition.

1-16           (c)  Subsection (a) does not apply to a postseason

1-17     competition or similar regional or statewide competition.

1-18           SECTION 2.  This Act applies beginning with the 1997-1998

1-19     school year.

1-20           SECTION 3.  The importance of this legislation and the

1-21     crowded condition of the calendars in both houses create an

1-22     emergency and an imperative public necessity that the

1-23     constitutional rule requiring bills to be read on three several

1-24     days in each house be suspended, and this rule is hereby suspended,

 2-1     and that this Act take effect and be in force from and after its

 2-2     passage, and it is so enacted.
