                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to certain payroll deductions for employees of

 1-3     institutions of higher education.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 51, Education Code, is amended by the

 1-6     addition of Section 51.941 as follows:

 1-7           Section 51.941.  Payroll Deductions for Support of

 1-8     Institutions of Higher Education and Affiliated Organizations.  An

 1-9     employee of an institution of higher education may authorize a

1-10     deduction each pay period from the employee's salary or wage

1-11     payment for a charitable contribution to an institution of higher

1-12     education as defined by Section 61.003 of this code, or to a

1-13     non-profit organization whose purpose is to support the programs of

1-14     an institution of higher education.  Any such non-profit

1-15     organization must have an agreement with the institution as

1-16     required by Section 2255.001, Government Code.

1-17           SECTION 2.  EMERGENCY.  The importance of this legislation

1-18     and the crowded condition of the calendars in both houses create an

1-19     emergency and an imperative public necessity that the

1-20     constitutional rule requiring bills to be read on three several

1-21     days in each house be suspended, and this rule is hereby suspended.
