1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

1-6 SECTION 1. Chapter 268, Acts of the 55th Legislature,

 1-9 follows:

1-10 Sec. 1a. (a) The district is governed by a board of seven

1-11 directors elected as prescribed by Chapter 55, Water Code, except

1-12 that the board in office preceding the date of the initial election

1-13 under this section shall establish seven precincts from which the

1-14 directors are elected.

1-15 (b) Directors shall serve staggered four-year terms.

1-16 (c) One director shall be elected from each precinct.

1-21 election after the precincts are revised, a new director shall be

1-22 elected from each precinct. The directors shall draw lots to

1-23 determine which three directors shall serve two-year terms and

1-24 which four directors shall serve four-year terms.

2-1 Sec. 2a. (a) The first election under Section 1a of this

2-2 Act shall be held in the location described by Subsection (c) of

2-3 this section and on the first date described by that subsection

2-4 that occurs after the effective date of this section.

2-5 (b) The initial elected directors shall draw lots to

2-6 determine which three directors shall serve two-year terms and

2-7 which four directors shall serve four-year terms.

2-8 (c) After the initial election of directors, an election

2-9 shall be held on the same day and in the same location as the

2-10 general election for officers of the municipality with the greatest

2-11 population that is located in the district, and the appropriate

2-12 number of successor directors shall be elected to serve four-year

2-13 terms.

2-14 (d) The terms of the directors serving on the date of the

2-15 first election under Section 1a of this Act expire when the

2-16 initially elected directors take office.

2-17 SECTION 2. Notwithstanding Section 1a(a), Chapter 268, Acts

2-18 of the 55th Legislature, 1957 (Article 8280-207, Vernon's Texas

2-19 Civil Statutes), as added by this Act, the board of the Tarrant

2-20 County Water Control and Improvement District No. 1 consists of

2-21 five members until the sixth and seventh members elected under

2-22 Section 2a(a) of that Act, as added by this Act, qualify for

2-23 office.

2-24 SECTION 3. The importance of this legislation and the

2-25 crowded condition of the calendars in both houses create an

2-26 emergency and an imperative public necessity that the

2-27 constitutional rule requiring bills to be read on three several

2-28 days in each house be suspended, and this rule is hereby suspended,
