                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the mission of public education in this state.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 4.001(a), Education Code, is amended to

 1-5     read as follows:

 1-6           (a)  The mission of [the] public education in [system of]

 1-7     this state is to teach students to be literate and to provide

 1-8     students with  basic knowledge in the core curriculum areas of

 1-9     language arts, mathematics, science, history, geography, and

1-10     computer science [ensure that all Texas children have access to a

1-11     quality education that enables them to achieve their potential and

1-12     fully participate now and in the future in the social, economic,

1-13     and educational opportunities of our state and nation.  That

1-14     mission is grounded on the conviction that a general diffusion of

1-15     knowledge is essential for the welfare of this state and for the

1-16     preservation of the liberties and rights of citizens.  It is

1-17     further grounded on the conviction that a successful public

1-18     education system is directly related to a strong, dedicated, and

1-19     supportive family and that parental involvement in the school is

1-20     essential for the maximum educational achievement of a child].

1-21           SECTION 2.  The importance of this legislation and the

1-22     crowded condition of the calendars in both houses create an

1-23     emergency and an imperative public necessity that the

1-24     constitutional rule requiring bills to be read on three several

 2-1     days in each house be suspended, and this rule is hereby suspended,

 2-2     and that this Act take effect and be in force from and after its

 2-3     passage, and it is so enacted.
