1-1 AN ACT 1-2 relating to a master drainage plan for certain counties. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Chapter 411, Local Government Code, is amended by 1-5 adding Section 411.007 to read as follows: 1-6 Sec. 411.007. MASTER DRAINAGE PLAN FOR CERTAIN COUNTIES. 1-7 (a) This section applies only to a county that: 1-8 (1) has a population of 190,000 or more, is adjacent 1-9 to a county with a population of 2,400,000 or more, and borders the 1-10 Gulf of Mexico; and 1-11 (2) operates a road department system under Subchapter 1-12 D, Chapter 252, Transportation Code. 1-13 (b) The commissioners court may require the county road 1-14 engineer to prepare and coordinate a county master drainage plan. 1-15 The commissioners court by order may adopt regulations to implement 1-16 the county master drainage plan. 1-17 SECTION 2. This Act takes effect September 1, 1997. 1-18 SECTION 3. The importance of this legislation and the 1-19 crowded condition of the calendars in both houses create an 1-20 emergency and an imperative public necessity that the 1-21 constitutional rule requiring bills to be read on three several 1-22 days in each house be suspended, and this rule is hereby suspended. _______________________________ _______________________________ President of the Senate Speaker of the House I certify that H.B.
