                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to training for local workforce development boards.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 302.043(a), Labor Code, is amended to

 1-5     read as follows:

 1-6           (a)  The division shall provide management and board

 1-7     development training for all members of local workforce development

 1-8     boards that includes information regarding the importance of

 1-9     high-quality workforces, the complexity of managing multiple state

1-10     and federal child-care funding sources, vendor management, client

1-11     eligibility determination, and child development to the economic

1-12     prosperity of their communities.  Training shall also encourage

1-13     [and encourages] board members to be advocates in their communities

1-14     for effective and efficient workforce development programs and for

1-15     the importance of quality child care to successful workforce

1-16     development.  If a member of a local workforce  development board

1-17     does not receive training under this section before the 91st day

1-18     after the date on which the member begins service on the board, the

1-19     person is ineligible to continue serving on the board unless the

1-20     training required under this subsection was requested by the member

1-21     but not provided by the division.

1-22           SECTION 2.  Section 302.062, Labor Code, is amended by adding

1-23     Subsection (h) to read as follows:

1-24           (h)  The commission may not disburse funds allocated to a

 2-1     local workforce development board to provide child-care services

 2-2     under Chapter 44, Human Resources Code, until the board receives

 2-3     training required under Section 302.043.

 2-4           SECTION 3.  This Act takes effect September 1, 1997.

 2-5           SECTION 4.  The importance of this legislation and the

 2-6     crowded condition of the calendars in both houses create an

 2-7     emergency and an imperative public necessity that the

 2-8     constitutional rule requiring bills to be read on three several

 2-9     days in each house be suspended, and this rule is hereby suspended.
