                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to computation of contributions and annuities based on

 1-3     service as chief of police in certain municipal retirement systems

 1-4     for police officers.

 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-6           SECTION 1.  The following provisions are repealed:

 1-7                 (1)  Section 6(b), Chapter 76, Acts of the 50th

 1-8     Legislature, 1947 (Article 6243g-1, Vernon's Texas Civil Statutes);

 1-9                 (2)  Section 11(b), Chapter 76, Acts of the 50th

1-10     Legislature, 1947 (Article 6243g-1, Vernon's Texas Civil Statutes);

1-11     and

1-12                 (3)  Section 28(b), Article 6243g-3, Revised Statutes.

1-13           SECTION 2.  This Act takes effect September 1, 1997.  The

1-14     change in law made by this Act applies only to a contribution that

1-15     becomes due and an annuity payment that becomes due on or after

1-16     that date.  The retirement system shall recompute the annuities of

1-17     any annuitants whose benefits were not based on their salaries and

1-18     begin payments of the recomputed annuities with the first payments

1-19     that become due on or after the effective date of this Act.

1-20           SECTION 3.  The importance of this legislation and the

1-21     crowded condition of the calendars in both houses create an

1-22     emergency and an imperative public necessity that the

1-23     constitutional rule requiring bills to be read on three several

1-24     days in each house be suspended, and this rule is hereby suspended.
