                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the prekindergarten program operated by the Texas A&M

 1-3     University--Corpus Christi Early Childhood Center.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter E, Chapter 87, Education Code, is

 1-6     amended by adding Section 87.405 to read as follows:

 1-7           Sec. 87.405.  EARLY CHILDHOOD CENTER.  (a)  Texas A&M

 1-8     University--Corpus Christi under a contract with a school district

 1-9     located in the same region as the university may operate on behalf

1-10     of the school district, in connection with the instructional and

1-11     research programs of the university, a prekindergarten program

1-12     established under Section 29.153.   The prekindergarten program is

1-13     considered to be an educational program of the school district in

1-14     the same manner as any other prekindergarten program established

1-15     under Section 29.153.

1-16           (b)  Notwithstanding Section 29.153(b), any child who meets

1-17     the age requirements of Section 29.153 is eligible for enrollment

1-18     in the prekindergarten program.

1-19           (c)  Notwithstanding Section 29.153(c), the university may

1-20     operate the prekindergarten on a full-day basis with the approval

1-21     of the school district.

1-22           SECTION 2.  The importance of this legislation and the

1-23     crowded condition of the calendars in both houses create an

1-24     emergency and an imperative public necessity that the

 2-1     constitutional rule requiring bills to be read on three several

 2-2     days in each house be suspended, and this rule is hereby suspended,

 2-3     and that this Act take effect and be in force from and after its

 2-4     passage, and it is so enacted.
