                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the continuation of the Texas Turnpike Authority, a

 1-3     state agency; the transfer of certain property of that agency to

 1-4     the North Texas Tollway Authority; and the establishment of that

 1-5     tollway authority and other regional tollway authorities.

 1-6           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-7           SECTION 1.  CONTINUATION.  Section 361.003, Transportation

 1-8     Code, is amended to read as follows:

 1-9           Sec. 361.003.  Sunset Provision

1-10           The Texas Turnpike Authority is subject to Chapter 325,

1-11     Government Code (Texas Sunset Act).  Unless continued in existence

1-12     as provided by that chapter, the authority is abolished and this

1-13     chapter expires September 1, [1997] 2009.

1-14           SECTION 2.  COOPERATION WITH REGIONAL AUTHORITIES.  Chapter

1-15     366, Transportation Code, is amended by adding Section 361.309, to

1-16     read as follows:

1-17           Sec. 361.309.  Cooperation with Regional Tollway Authorities.

1-18           The authority may by agreement cooperate with the North Texas

1-19     Tollway Authority and other regional tollway authorities authorized

1-20     by the legislature in connection with the study, construction, and

1-21     operation of turnpike projects in this state.

1-22           SECTION 3.  EFFECTIVE DATE.  This Act takes effect September

1-23     1, 1997.

1-24           SECTION 4.  EMERGENCY.  The importance of this legislation

 2-1     and the crowded condition of the calendars in both houses create an

 2-2     emergency and an imperative public necessity that the

 2-3     constitutional rule requiring bills to be read on three several

 2-4     days in each house be suspended, and this rule is hereby suspended.
