                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to juvenile justice programs at certain institutions of

 1-3     higher education.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 70.03, Education Code, is amended by

 1-6     adding Subsection (d) to read as follows:

 1-7           (d)  The board shall establish an undergraduate degree

 1-8     program at the university in the field of criminal justice that

 1-9     allows an individual to receive a specialty degree in the field of

1-10     juvenile justice.

1-11           SECTION 2.  Subchapter B, Chapter 87, Education Code, is

1-12     amended by adding Section 87.105 to read as follows:

1-13           Sec. 87.105.  JUVENILE JUSTICE PROGRAM.  The board of regents

1-14     of The Texas A&M University System shall establish at Prairie View

1-15     A&M University, with the approval of the Texas Higher Education

1-16     Coordinating Board, an undergraduate degree program in the field of

1-17     criminal justice that allows an individual to receive a specialty

1-18     degree in the field of juvenile justice.

1-19           SECTION 3.  This Act takes effect September 1, 1997.

1-20           SECTION 4.  The importance of this legislation and the

1-21     crowded condition of the calendars in both houses create an

1-22     emergency and an imperative public necessity that the

1-23     constitutional rule requiring bills to be read on three several

1-24     days in each house be suspended, and this rule is hereby suspended.
