                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the authorization of payroll deductions by employees of

 1-3     institutions of higher education for parking fees.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 659, Government Code, is amended by

 1-6     adding Subchapter J to read as follows:

 1-7        SUBCHAPTER J.  PAYROLL DEDUCTION OF PARKING FEES AND PERMITS

 1-8           Sec. 659.201.  DEFINITION.  In this subchapter, "institution

 1-9     of higher education" means an institution of higher education as

1-10     defined by Section 61.003, Education Code.

1-11           Sec. 659.202.  DEDUCTION FOR PARKING FEES AUTHORIZED.  An

1-12     employee of an institution of higher education may authorize in

1-13     writing a deduction each pay period from the employee's salary or

1-14     wage payment for the payment of parking fees charged by the

1-15     institution of higher education or for the purchase of a parking

1-16     permit from an institution of higher education.

1-17           Sec. 659.203.  AUTHORIZATION VOLUNTARY.  The making of an

1-18     authorization for a deduction under this subchapter by the employee

1-19     is voluntary.

1-20           Sec. 659.204.  FORM AND MANNER.  A deduction under this

1-21     subchapter must be made in a form and manner prescribed by the

1-22     appropriate financial officer of the institution of higher

1-23     education.

1-24           Sec. 659.205.  DURATION.  (a)  An employee authorizing a

 2-1     deduction under this subchapter may change or revoke the

 2-2     authorization by delivering written notice of the change or

 2-3     revocation to the financial officer of the institution of higher

 2-4     education.  (b)  An authorization is effective until the financial

 2-5     officer receives the notice.  (c)  The notice must be given in the

 2-6     form and manner prescribed by the financial officer of an

 2-7     institution of higher education.

 2-8           SECTION 2.  The importance of this legislation and the

 2-9     crowded condition of the calendars in both houses create an

2-10     emergency and an imperative public necessity that the

2-11     constitutional rule requiring bills to be read on three several

2-12     days in each house be suspended, and this rule is hereby suspended,

2-13     and that this Act take effect and be in force from and after its

2-14     passage, and it is so enacted.
