                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to legislative oversight of an integrated delivery system

 1-3     for health and human services.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 531, Government Code, is amended by

 1-6     adding Subchapter C to read as follows:

 1-7                    SUBCHAPTER C.  LEGISLATIVE OVERSIGHT

 1-8           Sec. 531.051.  DEFINITION; SUNSET DATE.  (a)  In this

 1-9     subchapter, "committee" means the Texas Integrated Enrollment

1-10     System legislative oversight committee.

1-11           (b)  The committee is subject to Chapter 325, Government Code

1-12     (Texas Sunset Act).  Unless continued in existence as provided by

1-13     that chapter, the committee is abolished September 1, 2001.

1-14           Sec. 531.052.  COMPOSITION OF COMMITTEE; PRESIDING OFFICER.

1-15     (a)  The committee is composed of:

1-16                 (1)  two members of the senate and one public member,

1-17     appointed by the lieutenant governor; and

1-18                 (2)  two members of the house of representatives and

1-19     one public member, appointed by the speaker of the house of

1-20     representatives.

1-21           (b)  A member of the committee serves at the pleasure of the

1-22     appointing official.

1-23           (c)  The lieutenant governor and speaker of the house of

1-24     representatives shall appoint the presiding officer of the

 2-1     committee on an alternating basis.  The presiding officer shall

 2-2     serve a two-year term expiring February 1 of each odd-numbered

 2-3     year.

 2-4           Sec. 531.053.  COMMITTEE POWERS AND DUTIES.  (a)  The

 2-5     committee shall:

 2-6                 (1)  meet at the call of the presiding officer;

 2-7                 (2)  receive information about rules proposed or

 2-8     adopted by the commission; and

 2-9                 (3)  review specific recommendations for legislation

2-10     proposed by the commission.

2-11           (b)  The committee shall monitor the implementation and

2-12     efficiency of the Texas Integrated Enrollment System at the local

2-13     and regional levels.

2-14           (c)  The committee may request reports and other information

2-15     from the commission relating to the operation of the commission.

2-16           Sec. 531.054.  REPORT.  (a)  The committee shall report to

2-17     the governor, lieutenant governor, and speaker of the house of

2-18     representatives not later than December 31 of each even-numbered

2-19     year.

2-20           (b)  The report must include:

2-21                 (1)  identification of significant problems in the

2-22     Texas Integrated Enrollment System, with recommendations for action

2-23     by the commissioner;

2-24                 (2)  the status of the effectiveness of the Texas

2-25     Integrated Enrollment System to provide necessary services to the

2-26     people of this state at local and regional levels, with

2-27     recommendations for any necessary research; and

2-28                 (3)  recommendations for legislative action.

2-29           SECTION 2.  This Act takes effect September 1, 1997.

2-30           SECTION 3.  The importance of this legislation and the

 3-1     crowded condition of the calendars in both houses create an

 3-2     emergency and an imperative public necessity that the

 3-3     constitutional rule requiring bills to be read on three several

 3-4     days in each house be suspended, and this rule is hereby suspended.
