                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the Texas Low-Level Radioactive Waste Disposal Compact.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Subtitle D, Title 5, Health and Safety Code, is

 1-5     amended by amending Chapter 403, Section 403.006 to read as

 1-6     follows:

 1-7           Sec. 403.005.  Powers and Duties.  (a)  The Texas Low-Level

 1-8     Radioactive Waste Commission and the members of the commission have

 1-9     the powers and duties prescribed by the compact.   The members of

1-10     the commission are responsible for administering the provisions of

1-11     the compact.

1-12           (b)  The exercise of the commission's power pursuant to

1-13     Section 3.05 (6) must be ratified by the Legislature prior to

1-14     taking effect.

1-15           SECTION 2.  The importance of this legislation and the

1-16     crowded condition of the calendars in both houses create an

1-17     emergency and an imperative public necessity that the

1-18     constitutional rule requiring bills to be read on three several

1-19     days in each house be suspended, and this rule is hereby suspended,

1-20     and that this Act take effect and be in force from and after its

1-21     passage, and it is so enacted.
