By Seaman H.B. No. 3227 75R7772 PAM-F A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to authorizing interlocal agreements between certain 1-3 political subdivisions to establish shoreline development projects. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter C, Chapter 791, Government Code, is 1-6 amended by adding Section 791.031 to read as follows: 1-7 Sec. 791.031. CONTRACTS FOR SHORELINE DEVELOPMENT PROJECTS. 1-8 (a) In this section, "shoreline development project" means a 1-9 publicly owned recreational and tourism facility located on public 1-10 land, a bay estuary, tidally influenced waters, or land adjacent to 1-11 public land, a bay estuary, or tidally influenced waters. 1-12 (b) A county, municipality, or navigation district of this 1-13 state may contract with another county, municipality, or navigation 1-14 district of this state to finance, develop, construct, acquire, 1-15 operate, or maintain a shoreline development project. 1-16 (c) A participating municipality, county, or navigation 1-17 district may issue bonds to finance the project's acquisition, 1-18 development, or construction. The bonds must be issued in the 1-19 manner prescribed by law for the issuance of permanent improvement 1-20 bonds. 1-21 SECTION 2. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 2-1 days in each house be suspended, and this rule is hereby suspended, 2-2 and that this Act take effect and be in force from and after its 2-3 passage, and it is so enacted.
