                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to a special allotment for certain fast growth school

 1-3     districts.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 42, Subchapter C, Education Code, is

 1-6     amended by adding Section 42.157 to read as follows:

 1-7           Sec. 42.157.  For each student in average daily attendance, a

 1-8     district is entitled to an annual allotment equal to the adjusted

 1-9     basic allotment multiplied by a weight of 1.37.  This section only

1-10     applies in a district with a tax rate which equals or exceeds

1-11     $1.50, which has experienced rapid growth in student enrollment,

1-12     and which has a percentage of commercial property wealth below the

1-13     statewide average.

1-14           SECTION 2.  The importance of this legislation and the

1-15     crowded condition of the calendars in both houses create an

1-16     emergency and an imperative public necessity that the

1-17     constitutional rule requiring bills to be read on three several

1-18     days in each house be suspended, and this rule is hereby suspended.
