                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to enforcement of child support.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  The Title IV-D agency, any other state agencies,

 1-5     local government, judicial officers, friends of the court, and

 1-6     agents of obligees or children contributing to the enforcement of

 1-7     child support shall seek to enforce efficiently and adequately

 1-8     child support orders and the collection of financial support for

 1-9     children.  These goals may be accomplished by rulemaking,

1-10     negotiation, alternative dispute resolution, the judicial process,

1-11     or any other method useful for the support of children.

1-12           SECTION 2.  The importance of this legislation and the

1-13     crowded condition of the calendars in both houses create an

1-14     emergency and an imperative public necessity that the

1-15     constitutional rule requiring bills to be read on three several

1-16     days in each house be suspended, and this rule is hereby suspended.
