                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the Hansford County Hospital District.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  The Hansford County Hospital District:

 1-5                 (1)  shall operate, maintain, manage, and administer

 1-6     ancillary health care facilities;

 1-7                 (2)  may certify and declare an unopposed candidate for

 1-8     election of director as a director of the district;

 1-9                 (3)  may invest district assets in funds and securities

1-10     as prescribed by Chapter 2256, Government Code;

1-11                 (4)  may purchase and maintain liability insurance for,

1-12     or agree to defend or indemnify the board of directors and district

1-13     employees for, liability incurred in performing the person's duties

1-14     for the district;

1-15                 (5)  may issue, sell, and deliver certain obligations

1-16     and execute certain credit agreements for the district;

1-17                 (6)  may enter into construction contracts of $10,000

1-18     or less without submitting the contract for bids;

1-19                 (7)  may borrow money to pay the district's operating

1-20     expenses; and

1-21                 (8)  may spend district money to recruit and employ

1-22     physicians and other health care professionals.

1-23           SECTION 2.  The importance of this legislation and the

1-24     crowded condition of the calendars in both houses create an

 2-1     emergency and an imperative public necessity that the

 2-2     constitutional rule requiring bills to be read on three several

 2-3     days in each house be suspended, and this rule is hereby suspended,

 2-4     and that this Act take effect and be in force from and after its

 2-5     passage, and it is so enacted.
