                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to increased customer options in the purchase and

 1-3     management of electricity.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.   Subtitle D, Title II, Public Utility Regulatory

 1-6     Act of 1995 (Article 1446c-0, Vernon's Texas Civil Statutes), is

 1-7     amended by adding Section 2.157 to read as follows:

 1-8           Sec. 2.157.  CUSTOMER ACCOUNT MANAGEMENT.  Notwithstanding

 1-9     any other provision in this Act, a person that purchases

1-10     electricity from an investor-owned electric utility in more than

1-11     one metered location shall have the option to receive a single bill

1-12     based on the aggregated load for any or all of its metered

1-13     locations within the utility's certificated service area.  A

1-14     customer choosing this option shall notify the utility in writing.

1-15     The utility shall have 30 days from the date it receives

1-16     notification in which to convert that person's accounts.

1-17           SECTION 2.   The importance of this legislation and the

1-18     crowded condition of the calendars in both houses create an

1-19     emergency and an imperative public necessity that the

1-20     constitutional rule requiring bills to be read on three several

1-21     days in each house be suspended, and this rule is hereby suspended,

1-22     and that this Act take effect and be in force from and after its

1-23     passage, and it is so enacted.
