                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the identification of certain individuals in the

 1-3     pleadings of civil cases.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 30, Civil Practice and Remedies Code, is

 1-6     amended by adding Section 30.08 to read as follows:

 1-7           Sec. 30.08.  NON-DISCLOSURE OF PERSONAL IDENTIFICATION

 1-8     INFORMATION IN CIVIL SUITS.  (a)  In any civil suit brought in the

 1-9     courts of this state where the personal identity of the plaintiff

1-10     is concealed by any means, including the use of initials, the

1-11     personal identity of the defendant shall also be concealed in the

1-12     same manner.

1-13           (b)  The court shall enforce this section by contempt or

1-14     other sanction as permitted by law or rule.

1-15           SECTION 2.  The change in law made by Section 1 of this Act

1-16     applies only to a cause of action that accrues on or after the

1-17     effective date of this Act.  A cause of action that accrues before

1-18     the effective date of this Act is governed by the law in effect

1-19     when the cause of action accrues and the former law is continued in

1-20     effect for the purpose.

1-21           SECTION 3.  The importance of this legislation and the

1-22     crowded condition of the calendars in both houses create an

1-23     emergency and an imperative public necessity that the

1-24     constitutional rule requiring bills to be read on three several

 2-1     days in each house be suspended, and this rule is hereby suspended,

 2-2     and that this Act take effect and be in force according to its

 2-3     terms, and it is so enacted.
