                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to financial disclosure by a county auditor.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 159.033, Local Government Code, is

 1-5     amended to read as follows:

 1-6           Sec. 159.033.  FINANCIAL DISCLOSURE REPORTING SYSTEM.

 1-7     (a)  The commissioners court of a county with a population of  less

 1-8     than 125,000 may adopt by order a financial disclosure reporting

 1-9     system for the county auditor.

1-10           (b)  The commissioners court of a [the] county with a

1-11     population  of 125,000 or more may adopt by order a financial

1-12     disclosure reporting  system for county officers, precinct

1-13     officers, county judicial officers, candidates for those offices,

1-14     and county employees.

1-15           (c) [(b)]  The commissioners court shall prescribe the items

1-16     required to be reported and the times the report is due.

1-17           (d) [(c)]  If reporting is required under Subsection (b), the

1-18     commissioners court may restrict the reporting requirement to  a

1-19     limited part of county employees if all employees with similar jobs

1-20     are required to report.

1-21           SECTION 2.  Section 159.031, Local Government Code, is

1-22     repealed.

1-23           SECTION 3.  The importance of this legislation and the

1-24     crowded condition of the calendars in both houses create an

 2-1     emergency and an imperative public necessity that the

 2-2     constitutional rule requiring bills to be read on three several

 2-3     days in each house be suspended, and this rule is hereby suspended,

 2-4     and that this Act take effect and be in force from and after its

 2-5     passage, and it is so enacted.
