                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to granting additional powers to the Westchase District,

 1-3     formerly known as the Westchase Area Management District.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 13, Chapter 491, Acts of the 74th

 1-6     Legislature, Regular Session, 1995, is amended by adding Subsection

 1-7     (h) to read as follows:

 1-8           (h)  The district may, without additional procedures, grant

 1-9     abatements for taxes or assessments owed to the district under

1-10     Chapter 312, Tax Code.

1-11           SECTION 2.  (a)  The legislature validates and confirms all

1-12     governmental acts and proceedings of the Westchase District and the

1-13     district's board of directors that occurred before the effective

1-14     date of this Act.

1-15           (b)  This section does not apply to any matter that on the

1-16     effective date of this Act:

1-17                 (1)  is involved in litigation if the litigation

1-18     ultimately results in the matter being held invalid by a final

1-19     judgment of a court of competent jurisdiction; or

1-20                 (2)  has been held invalid by a court of competent

1-21     jurisdiction.

1-22           SECTION 3.  The importance of this legislation and the

1-23     crowded condition of the calendars in both houses create an

1-24     emergency and an imperative public necessity that the

 2-1     constitutional rule requiring bills to be read on three several

 2-2     days in each house be suspended, and this rule is hereby suspended,

 2-3     and that this Act take effect and be in force from and after its

 2-4     passage, and it is so enacted.
