                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the delegation of duties of the county judge of Webb

 1-3     County.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter B, Chapter 81, Local Government Code,

 1-6     is amended by adding Section 81.031 to read as follows:

 1-7           Sec. 81.031. DELEGATION OF DUTIES OF COUNTY JUDGE IN WEBB

 1-8     COUNTY.  (a)  The county judge of Webb County may file an order

 1-9     with the commissioners court of the county delegating to another

1-10     county officer or an employee of the county the ability to sign

1-11     orders or other official documents associated with the county

1-12     judge's office.  The delegating order shall clearly indicate the

1-13     types of orders or official documents that the officer or employee

1-14     may sign on behalf of the county judge.

1-15           (b)  An order or official document signed by a county officer

1-16     or county employee acting under the delegated authority of the

1-17     county judge under this section has the same effect as an order of

1-18     the county judge.

1-19           (c)  The county judge may at any time revoke the delegated

1-20     authority or transfer the authority  to a different county officer

1-21     or county employee by filing an order with the commissioners court

1-22     of the county.

1-23           SECTION 2.  The importance of this legislation and the

1-24     crowded condition of the calendars in both houses create an

 2-1     emergency and an imperative public necessity that the

 2-2     constitutional rule requiring bills to be read on three several

 2-3     days in each house be suspended, and this rule is hereby suspended,

 2-4     and that this Act take effect and be in force from and after its

 2-5     passage, and it is so enacted.
