No. 7 75R3872 SAJ-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 Richard Metcalf of Lago Vista for his efforts to memorialize Texas 1-3 Department of Public Safety troopers and Texas Rangers who were 1-4 killed in the line of duty; and 1-5 WHEREAS, In memory of slain trooper Carlos Ray Warren, 1-6 Mr. Metcalf is paying tribute to 72 state troopers and Texas 1-7 Rangers who lost their lives while protecting their fellow citizens 1-8 by placing granite markers in the officers' names along Texas 1-9 highways; and 1-10 WHEREAS, A retired industrial mechanic, Mr. Metcalf sold his 1-11 home and used a portion of his modest income to pay for a number of 1-12 the markers himself before establishing a charity, We the People of 1-13 the State of Texas, to fund the remainder of this worthy project; 1-14 Mr. Metcalf and his brother transport, install, and maintain the 1-15 memorials, and their remarkable endeavor will help to ensure that 1-16 the troopers' memories will remain in the hearts and minds of 1-17 countless Texans for many years to come; and 1-18 WHEREAS, Mr. Metcalf has been active in a number of other 1-19 community service initiatives as well; he led a fund-raising effort 1-20 to assist survivors of a family killed in a tragic automobile 1-21 accident and he also helps Caritas of Austin to feed homeless 1-22 individuals; and 1-23 WHEREAS, Through his exceptional efforts, Richard Metcalf has 1-24 helped to enhance the public's awareness of the sacrifices peace 2-1 officers make in our behalf each day, and he is truly worthy of 2-2 special legislative praise and recognition at this time; now, 2-3 therefore, be it 2-4 RESOLVED, That the 75th Legislature of the State of Texas 2-5 hereby honor Richard Metcalf for his heartfelt tribute to slain 2-6 Texas Department of Public Safety officers and Texas Rangers and 2-7 commend him for his admirable initiative and compassion; and, be it 2-8 further 2-9 RESOLVED, That an official copy of this resolution be 2-10 prepared for Mr. Metcalf as an expression of highest regard by the 2-11 Texas House of Representatives and Senate.
