HOUSE CONCURRENT RESOLUTION
1-1 WHEREAS, March 25, 1997, marks the seventh anniversary of the
1-2 passing of William Miller "Bill" Holm, a respected educator and
1-3 civic leader in the Odessa community; and
1-4 WHEREAS, He was well regarded for his noteworthy career with
1-5 the Ector County Independent School District, a career that spanned
1-6 33 years and included more than a decade of distinguished service
1-7 as superintendent; and
1-8 WHEREAS, Mr. Holm's tenure was marked by many significant
1-9 accomplishments, including the implementation of the district's
1-10 acclaimed special education and magnet school programs; he also
1-11 supervised the development and refurbishment of several area
1-12 schools, and under his watch, both Ratliff Stadium and the
1-13 district's current administration building were constructed; and
1-14 WHEREAS, An educator in the truest sense of the word, he was
1-15 committed to enhancing academic, cultural, and athletic
1-16 opportunities for all his students; Mr. Holm received accolades
1-17 from professional organizations across the nation for his devoted
1-18 service and was also awarded the Freedom Foundation Valley Forge
1-19 Medallion of Honor for developing course work on patriotism; and
1-20 WHEREAS, Despite the rigorous demands of his career, he
1-21 consistently made time in his busy schedule to work for the
1-22 betterment of his community, and the many organizations that
1-23 benefited from his participation included the Odessa YMCA, the
1-24 Permian Historical Society, and the Presidential Museum; in
2-1 recognition of his exemplary civic involvement, he was named
2-2 Odessa's Outstanding Citizen in 1986; and
2-3 WHEREAS, Mr. Holm and his beloved wife, Enid, further served
2-4 their community through their active involvement in the arts,
2-5 giving generously of their time and talents to assist several
2-6 worthy organizations, including the Odessa Arts Association, the
2-7 Broadway Theatre League, and the Permian Playhouse; and
2-8 WHEREAS, Although Mr. Holm's contributions have been greatly
2-9 missed, Mrs. Holm has done an admirable job of continuing her
2-10 husband's legacy as a patron of the arts; by donating the proceeds
2-11 from her book Theatrically Speaking, she made the first individual
2-12 gift to the Cultural Endowment for Texas, and her generosity has
2-13 benefited Texas Nonprofit Theatres and the American Association of
2-14 Community Theatre as well; and
2-15 WHEREAS, A man of great energy and vision, Bill Holm left an
2-16 indelible mark on the community he was proud to call home, and his
2-17 memory endures to this day in the hearts and minds of all who were
2-18 privileged to know him; now, therefore, be it
2-19 RESOLVED, That the 75th Legislature of the State of Texas
2-20 hereby honor the memory of William Miller "Bill" Holm and extend
2-21 sincere sympathy to the members of his family: to his wife, Enid
2-22 Holm; to his daughter, Enid Ann Woodward; and to the many other
2-23 friends and relatives of this esteemed gentleman; and, be it
2-24 further
2-25 RESOLVED, That an official copy of this resolution be
2-26 prepared for the members of his family and that when the Texas
2-27 House of Representatives and Senate adjourn this day, they do so in
3-1 memory of William Miller "Bill" Holm.
