                             HOUSE CONCURRENT RESOLUTION

 1-1           WHEREAS, State law (Section 2165.256, Government Code)

 1-2     specifies those persons eligible for burial in the State Cemetery,

 1-3     and members of the Texas Legislature are among those entitled to

 1-4     share in this distinct honor; however, since many eligible people

 1-5     choose instead to be buried in a family plot or a cemetery nearer

 1-6     their families, the placement of a marker in the Texas State

 1-7     Cemetery would provide Texans with an appropriate alternative means

 1-8     by which to honor an individual who has made outstanding

 1-9     contributions to the State of Texas; and

1-10           WHEREAS, The family of the late Dave Allred, a former member

1-11     of the Texas House of Representatives, has asked that a marker be

1-12     placed in the Texas State Cemetery to honor his memory, and their

1-13     request merits approval based on his many years of distinguished

1-14     service to the Lone Star State; and

1-15           WHEREAS, The son of former Texas Governor James V. Allred and

1-16     Joe Betsy Allred, he was born in Austin on November 27, 1933, and

1-17     was graduated from Texas Christian University and New York's

1-18     Columbia University; blessed with keen insight, a quick wit, and an

1-19     understanding of the plight of the common man, Mr. Allred was

1-20     creating a name for himself as a journalist in Wichita Falls when

1-21     his local representative resigned, and with the support of his

1-22     family he made a successful run for the office of state

1-23     representative of District 13 in 1966; and

1-24           WHEREAS, In his first term as a legislator, Mr. Allred drew

 2-1     appointments to the prestigious House Appropriations Committee and

 2-2     the committees on education and mental health; he later served with

 2-3     integrity and distinction on the Health and Welfare Commission, the

 2-4     Committee on Business and Industry, and the Committee on Social

 2-5     Services, and he established himself as an outspoken advocate of

 2-6     ethics reform; and

 2-7           WHEREAS, After serving for 14 years as a legislator,

 2-8     Representative Allred began adding new chapters to his already rich

 2-9     life; he had become a certified attorney in 1978 and later spent

2-10     four years as an assistant attorney general under Jim Mattox, and

2-11     he also practiced as a licensed minister; he was eventually drawn

2-12     to a teaching position in Virginia, where he was able to combine

2-13     his legendary gift for communication with his vast political

2-14     experience; and

2-15           WHEREAS, Throughout his exceptional life, Dave Allred earned

2-16     the respect and admiration of all who were privileged to know him;

2-17     a man of great character, determination, and courage, he is indeed

2-18     deserving of a lasting tribute in our state's most hallowed and

2-19     historical final resting ground; now, therefore, be it

2-20           RESOLVED, That the 75th Legislature of the State of Texas

2-21     hereby request the General Services Commission to place a marker in

2-22     honor of former State Representative Dave Allred in the Texas State

2-23     Cemetery; and, be it further

2-24           RESOLVED, That the secretary of state forward an official

2-25     copy of this resolution to the chairman of the General Services

2-26     Commission.
