No. 86 1-2 (In the Senate - Received from the House May 5, 1997; 1-3 May 6, 1997, read first time and referred to Committee on 1-4 Administration; May 15, 1997, reported favorably by the following 1-5 vote: Yeas 6, Nays 0; May 15, 1997, sent to printer.) 1-6 HOUSE CONCURRENT RESOLUTION 1-7 WHEREAS, State law (Section 2165.256, Government Code) 1-8 specifies those persons eligible for burial in the State Cemetery, 1-9 and members of the Texas Legislature are among those entitled to 1-10 share in this distinct honor; however, since many eligible people 1-11 choose instead to be buried in a family plot or a cemetery nearer 1-12 their families, the placement of a marker in the Texas State 1-13 Cemetery would provide Texans with an appropriate alternative means 1-14 by which to honor an individual who has made outstanding 1-15 contributions to the State of Texas; and 1-16 WHEREAS, The family of the late Dave Allred, a former member 1-17 of the Texas House of Representatives, has asked that a marker be 1-18 placed in the Texas State Cemetery to honor his memory, and their 1-19 request merits approval based on his many years of distinguished 1-20 service to the Lone Star State; and 1-21 WHEREAS, The son of former Texas Governor James V. Allred and 1-22 Joe Betsy Allred, he was born in Austin on November 27, 1933, and 1-23 was graduated from Texas Christian University and New York's 1-24 Columbia University; blessed with keen insight, a quick wit, and an 1-25 understanding of the plight of the common man, Mr. Allred was 1-26 creating a name for himself as a journalist in Wichita Falls when 1-27 his local representative resigned, and with the support of his 1-28 family he made a successful run for the office of state 1-29 representative of District 13 in 1966; and 1-30 WHEREAS, In his first term as a legislator, Mr. Allred drew 1-31 appointments to the prestigious House Appropriations Committee and 1-32 the committees on education and mental health; he later served with 1-33 integrity and distinction on the Health and Welfare Commission, the 1-34 Committee on Business and Industry, and the Committee on Social 1-35 Services, and he established himself as an outspoken advocate of 1-36 ethics reform; and 1-37 WHEREAS, After serving for 14 years as a legislator, 1-38 Representative Allred began adding new chapters to his already rich 1-39 life; he had become a certified attorney in 1978 and later spent 1-40 four years as an assistant attorney general under Jim Mattox, and 1-41 he also practiced as a licensed minister; he was eventually drawn 1-42 to a teaching position in Virginia, where he was able to combine 1-43 his legendary gift for communication with his vast political 1-44 experience; and 1-45 WHEREAS, Throughout his exceptional life, Dave Allred earned 1-46 the respect and admiration of all who were privileged to know him; 1-47 a man of great character, determination, and courage, he is indeed 1-48 deserving of a lasting tribute in our state's most hallowed and 1-49 historical final resting ground; now, therefore, be it 1-50 RESOLVED, That the 75th Legislature of the State of Texas 1-51 hereby request the General Services Commission to place a marker in 1-52 honor of former State Representative Dave Allred in the Texas State 1-53 Cemetery; and, be it further 1-54 RESOLVED, That the secretary of state forward an official 1-55 copy of this resolution to the chairman of the General Services 1-56 Commission. 1-57 * * * * *
