No. 144 75R8397 BNL-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, A work of art can immortalize for all time the 1-2 spirit of the age and the cultural heritage by which it was 1-3 inspired; and 1-4 WHEREAS, Recognizing outstanding artists by bestowing on them 1-5 titles of honor is a long-standing practice and serves as an 1-6 encouragement to other talented artists; and 1-7 WHEREAS, Traditionally, a committee of the Texas Legislature 1-8 has elected the Texas State Artist, appropriately honoring those 1-9 Texans who have exhibited exceptional ability in portraying the 1-10 beauty of this state, some facet of its history, or the proud 1-11 spirit of its people; now, therefore, be it 1-12 RESOLVED, That the 75th Legislature of the State of Texas 1-13 hereby request the speaker of the house of representatives and the 1-14 lieutenant governor to create a special committee to designate 1-15 Texas State Artists in two categories of art to serve concurrently 1-16 a term of one year; one state artist shall be selected each year on 1-17 the basis of achievements in two-dimensional media and one state 1-18 artist shall be selected each year on the basis of achievements in 1-19 three-dimensional media; and, be it further 1-20 RESOLVED, That the committee shall designate a Texas State 1-21 Artist in each category for the year beginning November 1, 1997, 1-22 and ending October 31, 1998, and a Texas State Artist in each 1-23 category for the year beginning November 1, 1998, and ending 1-24 October 31, 1999; and, be it further 2-1 RESOLVED, That the special committee be named the Texas State 2-2 Artist Committee and be composed of three members of the senate to 2-3 be appointed by the lieutenant governor and three members of the 2-4 house of representatives to be appointed by the speaker of the 2-5 house; the lieutenant governor and speaker of the house shall each 2-6 designate a cochair from among their appointees, and the committee 2-7 shall subsequently meet at the call of the cochairs; and, be it 2-8 further 2-9 RESOLVED, That in the selection process each committee member 2-10 may nominate no more than two artists for each year, one in each 2-11 category, and from the list of nominees, the committee members 2-12 shall elect a state artist; in the election, a member may not vote 2-13 for his nominees; and, be it further 2-14 RESOLVED, That the persons designated as state artists be 2-15 superior and recognized artists who are citizens of the State of 2-16 Texas.
