No. 144 1-2 (In the Senate - Received from the House May 16, 1997; 1-3 May 16, 1997, read first time and referred to Committee on 1-4 Administration; May 18, 1997, reported favorably by the following 1-5 vote: Yeas 6, Nays 0; May 18, 1997, sent to printer.) 1-6 HOUSE CONCURRENT RESOLUTION 1-7 WHEREAS, A work of art can immortalize for all time the 1-8 spirit of the age and the cultural heritage by which it was 1-9 inspired; and 1-10 WHEREAS, Recognizing outstanding artists by bestowing on them 1-11 titles of honor is a long-standing practice and serves as an 1-12 encouragement to other talented artists; and 1-13 WHEREAS, Traditionally, a committee of the Texas Legislature 1-14 has elected the Texas State Artist, appropriately honoring those 1-15 Texans who have exhibited exceptional ability in portraying the 1-16 beauty of this state, some facet of its history, or the proud 1-17 spirit of its people; now, therefore, be it 1-18 RESOLVED, That the 75th Legislature of the State of Texas 1-19 hereby request the speaker of the house of representatives and the 1-20 lieutenant governor to create a special committee to designate 1-21 Texas State Artists in two categories of art to serve concurrently 1-22 a term of one year; one state artist shall be selected each year on 1-23 the basis of achievements in two-dimensional media and one state 1-24 artist shall be selected each year on the basis of achievements in 1-25 three-dimensional media; and, be it further 1-26 RESOLVED, That the committee shall designate a Texas State 1-27 Artist in each category for the year beginning November 1, 1997, 1-28 and ending October 31, 1998, and a Texas State Artist in each 1-29 category for the year beginning November 1, 1998, and ending 1-30 October 31, 1999; and, be it further 1-31 RESOLVED, That the special committee be named the Texas State 1-32 Artist Committee and be composed of three members of the senate to 1-33 be appointed by the lieutenant governor and three members of the 1-34 house of representatives to be appointed by the speaker of the 1-35 house; the lieutenant governor and speaker of the house shall each 1-36 designate a cochair from among their appointees, and the committee 1-37 shall subsequently meet at the call of the cochairs; and, be it 1-38 further 1-39 RESOLVED, That in the selection process each committee member 1-40 may nominate no more than two artists for each year, one in each 1-41 category, and from the list of nominees, the committee members 1-42 shall elect a state artist; in the election, a member may not vote 1-43 for his nominees; and, be it further 1-44 RESOLVED, That the persons designated as state artists be 1-45 superior and recognized artists who are citizens of the State of 1-46 Texas. 1-47 * * * * *
