HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, The Texas Legislature is proud to honor Devon Ann 1-2 Welsch, the reigning 1997 Texas Junior Miss; and 1-3 WHEREAS, The daughter of David and Carol Welsch, this Seguin 1-4 High School senior has already received numerous awards for her 1-5 diverse accomplishments; a member of the National Honor Society, 1-6 she won the title of Seguin Junior Miss in 1996 and has also been 1-7 named to the American Legion Auxiliary's Bluebonnet Girls' State; 1-8 and 1-9 WHEREAS, Through the years, Ms. Welsch has participated in 1-10 numerous extracurricular activities; a Matador Scholar and a former 1-11 cheerleader, she has been involved with the Rotary Interact Club, 1-12 the Key Club, the Fellowship of Christian Athletes, and Gold 1-13 Battalion as well, and she was honored for her school spirit when 1-14 she was recently named Homecoming Duchess; and 1-15 WHEREAS, This accomplished young woman has also earned renown 1-16 as a dancer and has delighted audiences with inspired performances 1-17 with the Texas Ballet Concerto and Ballet West; she excelled in the 1-18 "I Love Dance" competition two years ago to garner three 1-19 first-place trophies, and her warm and caring demeanor also earned 1-20 her a nomination as the event's Sweetheart; and 1-21 WHEREAS, Although her studies and her dancing keep her quite 1-22 busy, Ms. Welsch still finds time to devote to community service; 1-23 she has packaged donations for the Salvation Army, volunteered at 1-24 the Guadalupe County Women's Shelter Resale Shop, participated in 2-1 the Guadalupe River Clean Up, and assisted with the Kiwanis Club's 2-2 fund-raiser, the Flap-Jack Jamboree; and 2-3 WHEREAS, In all her endeavors, she has been sustained by her 2-4 deep religious faith; she is an active member of the Faith Lutheran 2-5 Church youth group and has assisted in caring for children at the 2-6 church's preschool; and 2-7 WHEREAS, Devon Welsch is a poised and accomplished young 2-8 woman who will undoubtedly go far in life, and her lively 2-9 intelligence and gracious manner will continue to provide admirable 2-10 representation for the Lone Star State; now, therefore, be it 2-11 RESOLVED, That the 75th Legislature of the State of Texas 2-12 hereby congratulate Devon Ann Welsch on her selection as 1997 Texas 2-13 Junior Miss and extend to her best wishes on her forthcoming 2-14 participation in the America's Junior Miss Pageant; and, be it 2-15 further 2-16 RESOLVED, That an official copy of this resolution be 2-17 prepared for Ms. Welsch as an expression of high regard by the 2-18 Texas House of Representatives and Senate.
