                                CONCURRENT RESOLUTION

 1-1           WHEREAS, During the First Call of the 72nd Legislative

 1-2     Session, (July 15, 1991-August 13, 1991 the Legislature adopted

 1-3     House Bill (HB) 39 commonly known as the State Purchasing and

 1-4     General Services Commission (GSC) Sunset Act; and

 1-5           WHEREAS, Provisions of the adopted act called for the

 1-6     transfer of the Capitol Police Workforce from (GSC) to the Texas

 1-7     Department of Public Safety (TDPS); and

 1-8           WHEREAS, It was the intent of the legislature that the

 1-9     Capitol Police Workforce be grandfathered into the operational job

1-10     classifications at the (TDPS) and that these employees have all of

1-11     the same rights and privileges as any other employee of the (TDPS)

1-12     in compensation, in classification, in promotional opportunities,

1-13     in fringe benefits, and in any other rights or privileges

1-14     promulgated by the State of Texas or the (TDPS); and

1-15           WHEREAS, The operational and functional responsibilities of a

1-16     Capitol Police Officer are just as hazardous as a (TDPS) Trooper in

1-17     light of the numerous physical bombings and bomb threats of public

1-18     buildings around the country, and the number of people that these

1-19     officers come in contact with on a daily basis, there exist the

1-20     same level of responsibility, dedication to duty for protection of

1-21     the public, and concern of the added variables of unknown elements

 2-1     in our society that have randomly targeted the destruction of

 2-2     public facilities and innocent victims as a method of getting their

 2-3     twisted messages across; now, therefore, be it

 2-4           RESOLVED, That the 75th Legislature of the State of Texas

 2-5     hereby emphatically implores the (TDPS) to fully integrate the

 2-6     Grandfathered Capitol Police into the (TDPS) Classification and

 2-7     Compensation system by expanding the Position(s) of Capitol Police

 2-8     Officer to include the grade classifications of Capitol Police

 2-9     Officer III and IV; and that these four tier first line

2-10     Commissioned Capitol Police Officer ranks be afforded equal pay and

2-11     status to that of current first line (TDPS) Trooper ranks, in order

2-12     that a Capitol Police officer is similarly situated and paid

2-13     commensurate with a "Trooper I-IV" position(s); and, be it

2-14           RESOLVED, That the first-line Capitol police supervisor

2-15     position be reclassified from that of the current "Capitol Police

2-16     Corporal" position, which shall be abolished, to that of "Capitol

2-17     Police Sergeant" which is the first line supervisor position in the

2-18     current (TDPS) Trooper rank structure, and that the first-line

2-19     Commissioned Capitol Police Sergeant be afforded equal pay and

2-20     status to that of the current first line-line Commissioned Sergeant

2-21     in the (TDPS) Trooper rank structure; and, be it further

2-22           RESOLVED, That the Secretary of State forward an official

2-23     copy of this resolution to the (TDPS) Commission and Director.
