                             HOUSE CONCURRENT RESOLUTION

 1-1           WHEREAS, The State Employees Training Act provides for

 1-2     enhanced state government administration by authorizing training

 1-3     and education of agency administrators and employees; and

 1-4           WHEREAS, The legislative finding expressed in the Act states

 1-5     that "public moneys spent for these programs serve an important

 1-6     public purpose"; and

 1-7           WHEREAS, This Act provides for contractual arrangements

 1-8     between state government agencies and other state, local, or

 1-9     federal agencies, including state colleges and universities, to

1-10     cooperate in presenting these training and education programs; and

1-11           WHEREAS, The purpose of these programs includes preparing

1-12     agency administrators and employees to deal with new technological

1-13     and legal developments, acquiring additional work capabilities, and

1-14     increasing the level of competence in these areas; and

1-15           WHEREAS, Payment for expenses incurred for the training and

1-16     education authorized under this Act is limited to those programs

1-17     that are related to the current or prospective duty assignments of

1-18     administrators and employees; and

1-19           WHEREAS, The State Employees Training Act requires that

1-20     agency regulations, subject to the governor's approval, be adopted

1-21     regarding the eligibility and obligations of those participating in

1-22     the education and training programs; now, therefore, be it

1-23           RESOLVED,  That the 75th Legislature of the State of Texas

1-24     hereby encourage state agency administrators to review their past

 2-1     and current utilization of the authority granted under this Act and

 2-2     to prudently and selectively continue using this authority to

 2-3     improve the education and competence levels of their employees who

 2-4     face ever-increasing challenges in the administration and

 2-5     management of state government programs; and be it further

 2-6           RESOLVED, That the 75th Legislature reconfirm the legislative

 2-7     commitment to the purposes contemplated in the enactment of the

 2-8     State Employees Training Act; and, be it further

 2-9           RESOLVED, That the secretary of state forward an official

2-10     copy of this  resolution to each state agency administrator.
