                                 A JOINT RESOLUTION

 1-1     proposing a constitutional amendment relating to the purposes for

 1-2     which money in the compensation to victims of crime fund and the

 1-3     compensation to victims of crime auxiliary fund may be used.

 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Article I, Texas Constitution, is amended by

 1-6     adding Section 31 to read as follows:

 1-7           Sec. 31.  (a)  The compensation to victims of crime fund

 1-8     created by general law and the compensation to victims of crime

 1-9     auxiliary fund created by general law are dedicated funds in the

1-10     state treasury.

1-11           (b)  Except as provided by Subsection (c), the legislature

1-12     may appropriate money in the compensation to victims of crime fund

1-13     or in the compensation to victims of crime auxiliary fund only for

1-14     the purposes of compensating victims of crime and providing

1-15     services to victims of crime.

1-16           (c)  The legislature may provide by law that money in the

1-17     compensation to victims of crime fund or in the compensation to

1-18     victims of crime auxiliary fund may be expended for the purpose of

1-19     assisting victims of episodes of mass violence, if other money

1-20     appropriated for emergency assistance is depleted.

1-21           (d)  This section takes effect January 1, 1998.  This

1-22     subsection expires January 2, 1998.

1-23           SECTION 2.  This proposed constitutional amendment shall be

1-24     submitted to the voters at an election to be held November 4, 1997.

 2-1     The ballot shall be printed to permit voting for or against the

 2-2     proposition:  "The constitutional amendment designating the

 2-3     purposes for which money in the compensation to victims of crime

 2-4     fund and the compensation to victims of crime auxiliary fund may be

 2-5     used."
