                                 A JOINT RESOLUTION

 1-1     proposing a constitutional amendment authorizing the state to

 1-2     provide grants to assist persons of low or very low income in

 1-3     purchasing homes.

 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Article III, Texas Constitution, is amended by

 1-6     adding Section 51-b to read as follows:

 1-7           Sec. 51-b.  (a)  The legislature by general law may authorize

 1-8     the use of public money to provide grants to persons of low or very

 1-9     low income for assistance in purchasing a home in this state.  A

1-10     recipient of a grant authorized by this section must be a person

1-11     who has not previously owned a home.

1-12           (b)  A portion of the money used under this section may be

1-13     used for the costs of administering the grants.

1-14           SECTION 2.  This proposed constitutional amendment shall be

1-15     submitted to the voters at an election to be held November 4, 1997.

1-16     The ballot shall be printed to permit voting for or against the

1-17     proposition:  "The constitutional amendment authorizing the state

1-18     to provide grants to assist persons of low or very low income in

1-19     purchasing homes."
