                                 A JOINT RESOLUTION

 1-1     proposing a constitutional amendment authorizing the legislature to

 1-2     prescribe compliance with financial reporting requirements as a

 1-3     qualification for public office.

 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Article XVI, Texas Constitution, is amended by

 1-6     adding Section 72 to read as follows:

 1-7           Sec. 72.  The legislature by law may provide that a person is

 1-8     not eligible to be a candidate for or hold public office unless the

 1-9     person reports as required by law concerning the person's personal

1-10     financial activity or the person's financial activity as a

1-11     candidate for or holder of public office.

1-12           SECTION 2.  This proposed constitutional amendment shall be

1-13     submitted to the voters at an election to be held November 4, 1997.

1-14     The ballot shall be printed to permit voting for or against the

1-15     proposition:  "The constitutional amendment  authorizing the

1-16     legislature to prescribe compliance with financial reporting

1-17     requirements as a qualification for public office."
