                                 A JOINT RESOLUTION

 1-1     proposing a constitutional amendment relating to the restriction on

 1-2     the rate of growth of appropriations from tax revenues not

 1-3     dedicated by the constitution.

 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 22(b), Article VIII, Texas Constitution,

 1-6     is amended to read as follows:

 1-7           (b)  If the legislature by adoption of a resolution approved

 1-8     by a record vote of four-fifths [a majority] of the members of each

 1-9     house finds that an emergency exists and identifies the nature of

1-10     the emergency, the legislature may provide for appropriations in

1-11     excess of the amount authorized by Subsection (a) of this section.

1-12     The excess authorized under this subsection may not exceed the

1-13     amount specified in the resolution.

1-14           SECTION 2.  This proposed constitutional amendment shall be

1-15     submitted to the voters at an election to be held November 4, 1997.

1-16     The ballot shall be printed to permit voting for or against the

1-17     proposition:  "The constitutional amendment requiring a four-fifths

1-18     vote of the legislature to exceed the restriction limiting the rate

1-19     of growth of appropriated funds to the rate of growth of the

1-20     economy."
