A JOINT RESOLUTION
1-1 proposing a constitutional amendment to abolish the office of
1-2 county treasurer of Harris County.
1-3 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 44, Article XVI, Texas Constitution, is
1-5 amended by adding Subsection (j) to read as follows:
1-6 (j) The office of County Treasurer in Harris County is
1-7 abolished. The Commissioners Court of Harris County may employ or
1-8 contract with a qualified person or may designate another county
1-9 officer to perform any of the functions that would have been
1-10 performed by the County Treasurer if the office had not been
1-11 abolished. However, the office of County Treasurer in Harris
1-12 County is abolished under this subsection only if, at the statewide
1-13 election at which this amendment is submitted to the voters, a
1-14 majority of the voters of Harris County voting on the question at
1-15 that election favor the amendment.
1-16 SECTION 2. The following temporary provision is added to the
1-17 Texas Constitution:
1-18 TEMPORARY PROVISION. The abolition of the office of County
1-19 Treasurer in Harris County under the constitutional amendment
1-20 proposed by the 75th Legislature, Regular Session, 1997, providing
1-21 for the abolition of that office takes effect January 1, 1998, if
1-22 the conditions of Section 44(j), Article XVI, of this constitution,
1-23 as added by that constitutional amendment, are met. This provision
1-24 expires January 2, 1998.
2-1 SECTION 3. This proposed constitutional amendment shall be
2-2 submitted to the voters at an election to be held on November 4,
2-3 1997. The ballot shall be printed to permit voting for or against
2-4 the proposition: "The constitutional amendment providing for the
2-5 abolition of the office of county treasurer in Harris County."
