                                 A JOINT RESOLUTION

 1-1     proposing a constitutional amendment to limit the number of terms a

 1-2     person may serve as the speaker of the house of representatives.

 1-3           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 9, Article III, Texas Constitution, is

 1-5     amended by amending Subsection (b) and adding Subsection (b-1) to

 1-6     read as follows:

 1-7           (b)  The House of Representatives shall, when it first

 1-8     assembles, organize temporarily, and thereupon proceed to the

 1-9     election of a Speaker from its own members.  A member of the House

1-10     is not eligible to serve as Speaker if the member has previously

1-11     served two terms as Speaker.

1-12           (b-1)  A person previously elected as Speaker prior to

1-13     January 1, 1997 is exempt and may serve more than two terms.  This

1-14     subsection expires January 1, 2005.

1-15           SECTION 2.  This proposed constitutional amendment shall be

1-16     submitted to the voters at an election to be held November 4, 1997.

1-17     The ballot shall be printed to provide for voting for or against

1-18     the proposition: "The constitutional amendment to limit the number

1-19     of terms that a person may serve as speaker of the Texas House of

1-20     Representative."
