R E S O L U T I O N 1-1 WHEREAS, Robert Ian Carl Lacey has completed the rigorous 1-2 requirements necessary to attain the rank of Eagle Scout, and this 1-3 accomplishment is certainly worthy of special praise and 1-4 recognition; and 1-5 WHEREAS, A valued member of Troop 358 in Houston, Eagle Scout 1-6 Lacey has been involved in scouting since 1989; as a Cub Scout, he 1-7 earned the prestigious Arrow of Light award after quickly moving 1-8 through the ranks of Bobcat, Wolf, and Webelo in his quest to 1-9 achieve Eagle Scout status; and 1-10 WHEREAS, Since completing the Sam Houston Area Council Junior 1-11 Leadership training program, Mr. Lacey has continued to develop his 1-12 leadership skills by serving as scribe, patrol leader, and 1-13 assistant senior patrol leader for his troop; in addition, this 1-14 energetic young man has devoted a great deal of time to Cub Scout 1-15 Pack 315, serving as Den Chief for the young scouts for several 1-16 years; and 1-17 WHEREAS, Eagle Scout Lacey is a vital member of his troop's 1-18 first aid team, and his dedication to teamwork and cooperation has 1-19 helped his troop win several awards at both the Aldine Pathfinder 1-20 District First Aid Meet and the Sam Houston Area Council First Aid 1-21 Meet; in 1994, he was elected to the Order of the Arrow as an 1-22 Ordeal Member, and by earning more than the 21 merit badges 1-23 necessary for consideration as an Eagle Scout, Mr. Lacey has 1-24 demonstrated his dedication to scouting and has qualified for the 2-1 Bronze Palm and Gold Palm awards; and 2-2 WHEREAS, For his Eagle Scout project, this industrious 2-3 individual worked with his troop to coordinate the construction and 2-4 installation of six park benches at the Escamilla Intermediate 2-5 School; this seven-month project required more than 100 man-hours 2-6 to complete and represents a valuable community service; and 2-7 WHEREAS, Mr. Lacey currently attends Carver Contemporary High 2-8 School where he is a junior in the Advanced Visual Arts program; he 2-9 plans to attend the University of Houston following his graduation, 2-10 and the many skills he has developed during his years as a scout 2-11 will no doubt greatly benefit him in this endeavor; and 2-12 WHEREAS, This commendable young man is a constant source of 2-13 pride to his family and friends; on September 28, 1996, they 2-14 gathered with his fellow scouts at his Eagle Scout Court of Honor, 2-15 and at this time, it is a privilege to join them in honoring 2-16 Mr. Lacey for this significant achievement; now, therefore, be it 2-17 RESOLVED, That the House of Representatives of the 75th Texas 2-18 Legislature hereby congratulate Robert Ian Carl Lacey on attaining 2-19 the rank of Eagle Scout and extend to him sincere best wishes for 2-20 continued success and happiness in the years to come; and, be it 2-21 further 2-22 RESOLVED, That an official copy of this resolution be 2-23 prepared for Mr. Lacey as an expression of high regard by the Texas 2-24 House of Representatives.
