                                 R E S O L U T I O N

 1-1           WHEREAS, The House of Representatives of the State of Texas

 1-2     takes pride in joining citizens across the nation in recognizing

 1-3     National LULAC Week and in proclaiming February 16-22, 1997, as

 1-4     LULAC Week in the State of Texas; and

 1-5           WHEREAS, The League of United Latin American Citizens (LULAC)

 1-6     was founded in the City of Corpus Christi on February 17, 1929 by

 1-7     individuals of vision and determination; their goal was to improve

 1-8     the lives of Hispanic citizens and to find solutions to problems in

 1-9     the fields of civil rights, education, and government; and

1-10           WHEREAS, Since its establishment, LULAC has fought for the

1-11     civil rights of Hispanics and other minorities and has provided job

1-12     training and found employment opportunities for thousands of

1-13     minority citizens through the highly successful Jobs for Progress,

1-14     Inc., better known as "SER"; and

1-15           WHEREAS, The organization has helped to provide housing for

1-16     Hispanics in need and has launched a wide variety of programs for

1-17     youths, women, and the elderly; through its National Education

1-18     Service Center, it has helped Hispanic youths to seek higher

1-19     education and has provided more that $2 million in scholarships; it

1-20     influenced the formation of the Head Start program through its

1-21     creation of the "Little Schools of the 400"; and

 2-1           WHEREAS, LULAC has helped to initiate litigation against

 2-2     segregation of Hispanics in public schools and that have guaranteed

 2-3     Hispanic various constitutional rights; and

 2-4           WHEREAS, The oldest and largest Hispanic civil rights

 2-5     organization in the country, LULAC is an exemplary organization

 2-6     that has helped Hispanics throughout the United States enjoy a

 2-7     greater degree of participation in the affairs of their

 2-8     communities; NOW, THEREFORE, BE IT

 2-9           RESOLVED, That the House of Representatives of the State of

2-10     Texas, 75th Legislature, hereby commend the League of United Latin

2-11     American Citizens on its exceptional accomplishments and declare

2-12     February 16-22, 1997, as National LULAC Week in Texas; and, be it

2-13     further

2-14           RESOLVED, That a copy of this Resolution be prepared for

2-15     presentation to the Honorable Belen Robles, LULAC National

2-16     President, form El Paso, Texas and to Mr. Gonzalo Tamez, President

2-17     of Corpus Christi LULAC Council No. 1, as an expression of esteem

2-18     from the Texas House of Representatives.
