R E S O L U T I O N 1-1 WHEREAS, Both as a professional and as a civic leader, 1-2 Norcell D. Haywood has contributed greatly to the State of Texas, 1-3 and he is indeed worthy of special praise and recognition at this 1-4 time; and 1-5 WHEREAS, In 1960, Mr. Haywood earned distinction as the 1-6 second African-American to graduate from The University of Texas 1-7 School of Architecture, and he went on to become one of the first 1-8 African-Americans in the state to earn a license to practice 1-9 architecture three years later; and 1-10 WHEREAS, After his college graduation, Mr. Haywood served as 1-11 a positive role model to many young Texans as an instructor at 1-12 Prairie View A&M University, and he later relocated to Austin to 1-13 work in the city's Planning Department during the early 1960s; and 1-14 WHEREAS, He was a valued employee of the San Antonio-based 1-15 architectural firm of Ford, Powell, and Carson from 1963 to 1968 1-16 and at the close of his tenure, he embarked on a rewarding career 1-17 in private practice in the community, opening a second office in 1-18 Dallas in 1978; and 1-19 WHEREAS, Well regarded throughout his field, Mr. Haywood has 1-20 offered wise and thoughtful guidance as an esteemed member of 1-21 several professional organizations, including the American 1-22 Institute of Architects, the Texas Society of Architects, and the 1-23 National Organization of Minority Architects; and 1-24 WHEREAS, His exceptional accomplishments have earned him 2-1 widespread acclaim, for Mr. Haywood was a delegate to the White 2-2 House Sub-Committee on Small Business in 1995 and is currently a 2-3 member of the Texas Board of Architectural Examiners; and 2-4 WHEREAS, Throughout his professional career, this fine 2-5 gentleman has maintained an abiding commitment to assisting others 2-6 both as a concerned citizen and as a humanitarian; in his practice, 2-7 he has been involved with many important building projects, 2-8 including the Roseville Senior Citizens Apartments, St. Luke 2-9 "Community" United Methodist Church, and the renovation of both the 2-10 Carver Community Cultural Center and St. Paul Square, to the 2-11 benefit of many Texans; and 2-12 WHEREAS, He has effectively addressed other issues vital to 2-13 the community through his civic service as a board member of both 2-14 the Greater San Antonio Chamber of Commerce and the University 2-15 Health System, and his active involvement has earned him the 2-16 heartfelt gratitude of many people; and 2-17 WHEREAS, Norcell Haywood has enhanced the quality of life in 2-18 San Antonio and Dallas in countless ways, and his exceptional 2-19 commitment is a source of inspiration to all who are privileged to 2-20 know him; now, therefore, be it 2-21 RESOLVED, That the House of Representatives of the 75th Texas 2-22 Legislature hereby commend Norcell D. Haywood for his exemplary 2-23 civic and professional achievements and extend to him warmest best 2-24 wishes for continued success and happiness in all his future 2-25 endeavors; and, be it further RESOLVED, That an official 2-26 copy of this resolution be prepared for Mr. Haywood as an 2-27 expression of high regard by the Texas House of Representatives.
