R E S O L U T I O N 1-1 WHEREAS, The passing of Norman J. Troy on November 12, 1995, 1-2 at the age of 80, has brought a great loss to the family and many 1-3 friends of this esteemed gentleman; and 1-4 WHEREAS, A long-standing resident of Beaumont, Mr. Troy was a 1-5 prominent and influential member of his community and highly valued 1-6 as a civic leader; this dedicated individual devoted a tremendous 1-7 amount of time and energy to helping his fellow citizens, and the 1-8 job he loved to do the most was serving as county commissioner; 1-9 elected Jefferson County commissioner of Precinct No. 1 in 1966, 1-10 he served seven terms, retiring only recently in 1992; and 1-11 WHEREAS, Active in all phases of county government, Mr. Troy 1-12 served as president of both the South Texas County Judges and 1-13 Commissioners Association and the State County Judges and 1-14 Commissioners Association; in addition, he served in numerous 1-15 capacities on state and national advisory commissions and as 1-16 president of the board of directors of the Texas Association of 1-17 Counties; and 1-18 WHEREAS, Mr. Troy's list of accolades and achievements is 1-19 long and varied, and it includes being instrumental in the 1-20 development of such valuable projects as Boys Haven and the 1-21 Optimist-Minnie Rogers Juvenile Detention Center; of all the many 1-22 recognitions bestowed upon Commissioner Troy, the ones that brought 1-23 him the greatest satisfaction were being named Official of the Year 1-24 in 1984 by the South Texas County Judges and Commissioners 2-1 Association and being made an honorary member of the 4-H Clubs of 2-2 America; and 2-3 WHEREAS, Norman J. Troy was a man of rare integrity and 2-4 compassion, and though his guidance and devotion will be missed by 2-5 those people whose lives he touched, his spirit will live on in 2-6 the hearts of all who knew him; now, therefore, be it 2-7 RESOLVED, That the House of Representatives of the 75th Texas 2-8 Legislature hereby pay tribute to the life of Norman J. Troy and 2-9 extend sincere sympathy to the members of his family: to his wife, 2-10 Louise Troy; to his daughters and sons-in-law, Norma Ann and Barry 2-11 Gillingwater, Sara and Glen Moon, and Sharon and Greg Marks; to 2-12 his son and daughter-in-law, Willie and Kelly Chesnut; to his eight 2-13 grandchildren and two great-grandchildren; and to the many other 2-14 relatives and friends of this esteemed gentleman; and, be it 2-15 further 2-16 RESOLVED, That an official copy of this resolution be 2-17 prepared for the members of his family and that when the Texas 2-18 House of Representatives adjourns this day, it do so in memory of 2-19 Norman J.
