By Gallego H.R. No. 283 75R4476 SAJ-D R E S O L U T I O N 1-1 WHEREAS, March 18, 1997, will mark the second anniversary of 1-2 the passing of Stella C. Kelcy, a respected resident of Van Horn; 1-3 and 1-4 WHEREAS, A native Texan, she was born July 30, 1916, in the 1-5 Sweetwater community, and as a young woman she became the bride of 1-6 William Ike Kelcy, with whom she enjoyed a deeply fulfilling 1-7 marriage until his passing; and 1-8 WHEREAS, Mrs. Kelcy was well regarded throughout the 1-9 community for her distinguished career as tax assessor-collector 1-10 of Hudspeth County, in which capacity she ably managed a host of 1-11 important functions for 23 years; and 1-12 WHEREAS, This remarkable woman further served her fellow 1-13 citizens through her involvement in several organizations, 1-14 including the Historical Society, Beta Sigma Phi Sorority, the 1-15 Sierra Blanca Chamber of Commerce, and the Methodist Church of 1-16 Sierra Blanca; and 1-17 WHEREAS, A woman of great strength and vision, Stella Kelcy 1-18 left an indelible mark on the community she was proud to call home, 1-19 and her memory endures to this day in the hearts and minds of all 1-20 who were privileged to know her; now, therefore, be it 1-21 RESOLVED, That the House of Representatives of the 75th Texas 1-22 Legislature hereby honor the memory of Stella C. Kelcy and extend 1-23 sincere sympathy to the members of her family: to her daughter, 1-24 Betty Harrelson; to her sisters, Christine Prine and Ruth Cottrell; 2-1 to her grandchildren, Russell Wilbanks III and Billie Dell French; 2-2 to her great-grandchildren, Kelsey French, Kimberly French, James 2-3 French, and Tanner Wilbanks; and to the many other relatives and 2-4 friends of this lovely lady; and, be it further 2-5 RESOLVED, That an official copy of this resolution be 2-6 prepared for the members of her family and that when the Texas 2-7 House of Representatives adjourns this day, it do so in memory of 2-8 Stella C. Kelcy.
