                                 R E S O L U T I O N

 1-1           WHEREAS, For several years, the San Antonio community has

 1-2     benefited from the vision and leadership of Diana Kinlaw, and she

 1-3     is truly deserving of special praise and recognition at this time;

 1-4     and

 1-5           WHEREAS, Mrs. Kinlaw currently serves as vice president for

 1-6     investment initiatives with the city's Housing Authority, in which

 1-7     capacity she oversees the HOPE VI Urban Revitalization

 1-8     Demonstration Program, and her outstanding efforts in this regard

 1-9     have placed the initiative on the cutting edge of welfare reform;

1-10     and

1-11           WHEREAS, As manager of the Spring View Apartments four years

1-12     ago, Mrs. Kinlaw joined forces with the local police department and

1-13     the school district to reduce crime and juvenile delinquency in the

1-14     area, and she will draw on her extensive experience in housing and

1-15     other management issues to replace some of San Antonio's most

1-16     outdated and distressed public housing areas through the HOPE VI

1-17     program; and

1-18           WHEREAS, In addition, she is involved with the Family

1-19     Self-Sufficiency Program, which provides education and job training

1-20     to individuals to help them gain financial independence, and her

1-21     service to the program has greatly enhanced the quality of life of

1-22     countless San Antonians; and

1-23           WHEREAS, Mrs. Kinlaw has further served her fellow citizens

1-24     through her participation in several worthy organizations,

 2-1     including the Coalition for 100 Black Women, the South Side Chamber

 2-2     of Commerce, and Holy Redeemer Catholic Church; and

 2-3           WHEREAS, In all her endeavors, she has enjoyed the love and

 2-4     support of her devoted husband, Allen Kinlaw, and the couple's

 2-5     three children, Brian, Terrell, Sr., and Adrienne; more recently,

 2-6     the Kinlaws have welcomed a beloved grandson, Terrell, Jr., into

 2-7     the family fold; and

 2-8           WHEREAS, Diana Kinlaw has worked for the betterment of the

 2-9     San Antonio community in myriad ways, and her exceptional

2-10     commitment is a source of inspiration to all who are privileged to

2-11     know her; now, therefore, be it

2-12           RESOLVED, That the House of Representatives of the 75th Texas

2-13     Legislature hereby commend Diana Kinlaw for her exemplary civic and

2-14     professional involvement and extend to her warmest best wishes for

2-15     continued success and happiness in all her future endeavors; and,

2-16     be it further

2-17           RESOLVED, That an official copy of this resolution be

2-18     prepared for Mrs. Kinlaw as an expression of high regard by the

2-19     Texas House of Representatives.
