R E S O L U T I O N 1-1 WHEREAS, Sedimentation problems in Lake Stamford are 1-2 adversely affecting the water supply for the towns of Stamford and 1-3 Hamlin, Texas; and 1-4 WHEREAS, The firm annual yield of Lake Stamford is expected 1-5 to be reduced from 1,900 acre-feet to 400 acre-feet by the year 1-6 2050 according to state forecasts, resulting in water demands for 1-7 the area exceeding available supplies during dry periods shortly 1-8 after the year 2000 and exceeding demands in normal periods in the 1-9 longer term; and 1-10 WHEREAS, The sedimentation problem recently has shut down the 1-11 diversion facilities from Lake Stamford for short periods; and 1-12 WHEREAS, There are regionally focused options that could be 1-13 used to provide water to Stamford and Hamlin that could also 1-14 benefit other entities in the region; and 1-15 WHEREAS, The initial use of any supply line from such 1-16 improvements would be small while Stamford and Hamlin continue to 1-17 use the supply from Lake Stamford, with the towns increasingly 1-18 using line capacity over time to carry approximately 2,500 1-19 acre-feet of water per year as the supplies from Lake Stamford are 1-20 lost to sedimentation; and 1-21 WHEREAS, Given the limited water supply availability in the 1-22 area and limited financial capability of Stamford, Hamlin, and 1-23 other towns in the area, state planning and technical and financial 1-24 assistance are needed; and 2-1 WHEREAS, The State Participation Program of the Texas Water 2-2 Development Board allows the state to purchase a partial ownership 2-3 of a project to allow the oversizing of the project to be 2-4 constructed in advance of need when the local entities could not 2-5 otherwise finance the project to its optimum size; now, therefore, 2-6 be it 2-7 RESOLVED, That the House of Representatives of the 75th Texas 2-8 Legislature hereby find that the construction of pipelines or other 2-9 solutions to solve the water problems of the towns of Stamford and 2-10 Hamlin, and other towns and cities in the region, should be ranked 2-11 of the highest priority by the Texas Water Development Board if the 2-12 legislature approves funding for the State Participation Program or 2-13 other programs allowing state ownership of facilities; and, be it 2-14 further 2-15 RESOLVED, That the Texas Water Development Board also be 2-16 directed to provide planning and technical assistance to the area 2-17 to help craft a solution to its water supply needs.
