R E S O L U T I O N 1-1 WHEREAS, Sedimentation problems in Lake Stamford is adversely 1-2 affecting the water supply for the towns of Stamford and Hamlin, 1-3 Texas; and 1-4 WHEREAS, The firm annual yield of Lake Stamford is expected 1-5 to be reduced from 1900 acre-feet to 400 acre-feet by the year 2050 1-6 according to State forecasts, resulting in water demands for the 1-7 area exceeding available supplies during dry periods shortly after 1-8 the year 2000, and exceeding demands in normal periods in the 1-9 longer term; and 1-10 WHEREAS, The sedimentation problem recently has shut down the 1-11 diversion facilities from Lake Stamford for short periods; and 1-12 WHEREAS, There are regionally-focused options could be used 1-13 to provide water to Stamford and Hamlin that could also benefit 1-14 other entities in the region; and 1-15 WHEREAS, The initial use of any supply line from such 1-16 improvements would be small while Stamford and Hamlin continue to 1-17 use the supply from Lake Stamford, with the towns increasingly 1-18 using line capacity over time to carry approximately 1,600 1-19 acre-feet of water per year as the supplies from Lake Stamford are 1-20 lost to sedimentation; and 1-21 WHEREAS, Given the limited water supply availability in the 1-22 area and limited financial capability of the towns of Stamford, 1-23 Hamlin, and other towns in the area, state planning, technical and 1-24 financial assistance is needed; and 2-1 WHEREAS, The State Participation Program of the Texas Water 2-2 Development Board allows the state to purchase a partial ownership 2-3 of a project to allow the oversizing of the project to be 2-4 constructed in advance of need when the local entities could not 2-5 otherwise finance the project to its optimum size; now therefore, 2-6 be it 2-7 RESOLVED, That the House of Representatives of the 75th Texas 2-8 Legislature hereby finds that the construction of pipelines or 2-9 other solutions to solve the water problems of the Towns of 2-10 Stamford and Hamlin, and other towns and cities in the region, 2-11 should be ranked of highest priority by the Texas Water Development 2-12 Board if the Legislature approves funding for the State 2-13 Participation program or other programs allowing state ownership of 2-14 facilities; and be it further 2-15 RESOLVED, That the Texas Water Development Board also is 2-16 directed to provide planning and technical assistance to the area 2-17 to help craft a solution to its water supply needs. 2-18 COMMITTEE AMENDMENT NO. 1 2-19 Amends HR 342 on page 1, line 14, by striking the word 2-20 "1,600" and inserting the word "2,500." 2-21 Counts
