R E S O L U T I O N

 1-1           WHEREAS, On June 26, 1991, the Texas Department of

 1-2     Transportation and the City and County of El Paso entered into an

 1-3     agreement that, on completion of Artcraft Road in its existing and

 1-4     new location from Interstate Highway 10 to the New Mexico state

 1-5     line, a distance of approximately three miles, the section of

 1-6     Farm-to-Market Road 260 (FM 260) located between the proposed

 1-7     Artcraft Road and State Highway 20 would be removed from the state

 1-8     highway system and returned to the jurisdiction of the City of El

 1-9     Paso; and

1-10           WHEREAS, Traffic on FM 260, which travels in close proximity

1-11     to residential areas, currently includes commercial motor vehicles;

1-12     completion of Artcraft Road will open a route from New Mexico to

1-13     Interstate Highway 10 and into the City of El Paso, allowing

1-14     commercial motor vehicle traffic to be diverted from FM 260; and

1-15           WHEREAS, The completion of Artcraft Road, a Priority 1

1-16     project authorized by the Unified Transportation Program, is

1-17     scheduled for construction in 1998; now, therefore, be it

1-18           RESOLVED, That the House of Representatives of the 75th

1-19     Legislature hereby encourages the Texas Department of

1-20     Transportation to explore every means available to work with the

1-21     City and County of El Paso to expedite the transfer of FM 260 to

1-22     the City of El Paso; and, be it further

1-23           RESOLVED, That the secretary of state forward an official

1-24     copy of this resolution to the executive director of the Texas

 2-1     Department of Transportation.
